The scheme will benefit domestic consumers with connections up to 2 kW and small business owners with 1 kW commercial connections. According to the department, consumers with outstanding dues up to March 2025 will be eligible for concessions under this scheme.

The scheme will be implemented in three phases.
In the first phase, from December 1 to December 31, 2025, consumers will receive a 25% rebate on the principal amount of their pending bills, along with full waiver of surcharge.
In the second phase, from January 1 to January 31, 2026, those who make payments will get a 20% rebate on the principal and a 100% surcharge waiver.
In the final phase, from February 1 to February 28, 2026, consumers will receive a 15% rebate on the principal amount, while the surcharge will remain fully waived.

To facilitate consumers, the Power Department organized a special camp at the Civil Lines substation, where officials updated the pending bills of defaulters and helped them avail the scheme benefits. Subdivision Officer Sanjay Singh stated that the department aims to ensure that maximum consumers take advantage of the scheme to avoid disconnection or additional penalties. Payments can be made either in a single installment or in multiple installments.
